Added r-tidyverse

This literally took 2 weeks. I can't believe it takes 2 weeks to package
the TidyVerse. What even is the state of R packaging.

It appears I commited the wrong files for r-reprex. Furthermore, upon
correcting these files, I see that I do not yet have a buildable package
of r-reprex. More changes to come.
